INDIANA – Important changes are coming for Healthy Indiana Plan (HIP) members. Beginning January 1, 2027, Indiana will implement work requirements for most HIP members ages 19 to 64.

Human service providers, community partners, and individuals enrolled in HIP should begin preparing now to ensure a smooth transition.
Under the new policy, HIP members who are not exempt will be required to complete 80 hours of qualifying activities per month. Eligible activities include employment, job training, community service, internships, volunteering, and part-time education. Members may combine multiple activities to meet the monthly requirement.
One key detail is the state’s three-month lookback period. Individuals applying for HIP in January 2027 must demonstrate compliance during October, November, and December 2026. Applicants who apply later will need to show they met the requirement during the three consecutive months immediately preceding their application.
There are several ways members can satisfy the requirement. In addition to completing qualifying work or community activities, individuals may meet the standard by earning at least $580 per month or by being enrolled at least half-time in an eligible educational program.
Some individuals may qualify for exemptions. Exemptions may apply for people who are pregnant, serving as caregivers, considered medically frail, participating in substance use disorder treatment, or recently released from incarceration. HIP members are encouraged to keep their contact information current so eligibility for exemptions can be properly verified.
Compliance will be reviewed quarterly. When available, the state will use wage and program participation data to confirm eligibility. If information cannot be verified electronically, members will receive a notice requesting documentation
To keep Healthy Indiana Plan (HIP) members informed, official notices are currently being mailed. In addition, instructional videos have been published on myfssa.in.gov and YouTube to guide participants through the process.
Members are strongly encouraged to create a Benefits Portal, which serves as a one-stop tool to report monthly hours, upload required documentation, and check exemption status.

Community organizations and service providers can access a HIP Work Requirements Partner Toolkit through myfssa.in.gov. The toolkit includes frequently asked questions, outreach materials, posters, flyers, and guidance for assisting clients.
FSSA will also host regional town halls and webinars beginning this summer to provide additional information and operational guidance.
Text Message Campaign Underway
As part of its outreach efforts, FSSA began sending informational text messages to HIP members on July 31, 2026. Messages will come from 43816 and are intended solely to raise awareness about HIP Work Requirements. The texts will not request personal case information and will not affect a member’s benefits or application status.
