BEDFORD — The North Lawrence Community Schools (NLCS) Food Service Department has issued a comprehensive advisory to local families explaining the federal “Offer versus Serve” (OVS) guidelines, helping parents ensure their children qualify for complete school meals—including those receiving free or reduced-price lunches.
In a direct letter sent August 12, 2026, to local guardians, NLCS Food Service Director Bonnie Sanders detailed how the USDA-backed policy works across district cafeterias and emphasized how students can avoid unintentional a la carte charges.
What Makes a “Complete Meal”?
Under the National School Lunch Program, district cafeterias offer menu items across five core food groups every day:
- Protein
- Grains
- Fruits
- Vegetables
- Milk
To qualify as a “complete meal”—a requirement for free, reduced, or standard reimbursable meal pricing—students must select items from at least three of the five food groups. Crucially, federal rules dictate that at least one of those selections must be a minimum 1/2 cup of a fruit or vegetable.
If a student does not select enough qualifying items to build a complete meal, the cafeteria is required to charge individual a la carte pricing for each item on their tray.

Reducing Food Waste While Customizing Trays
The primary goal of the Offer versus Serve policy is to cut down on cafeteria food waste while giving students greater control over what they eat.
“While the most nutritious lunch contains all of the offered items, we understand that sometimes our students do not like some of the items we serve,” Sanders noted in the district update. “To make our customers happy, we like to give them the option to decline items they do not want to eat.”
While declining items is permitted, school officials encourage students to take all five food components whenever possible. Sanders advised parents whose children report coming home hungry to check whether they are taking advantage of all offered food groups, or to review daily menus together at home ahead of time.
To assist students at lunchtime, USDA-compliant signage is posted throughout school cafeterias and serving lines, and cafeteria staff is trained to guide children through building a qualifying meal.
