Bedford landlord ordered to pay over $129K in fines for “uninhabitable” apartments

BEDFORD A Lawrence County judge has ratified an agreed order requiring a local landlord to pay more than $129,000 in fines after failing to repair dozens of apartment units described as unsafe and unfit for human habitation.

The legal action, brought by the City of Bedford against defendant Jeffrey S. Jones, centers on the Southview Terrace Apartments located at 29th Street and Shawnee Drive South. According to court documents, Jones violated a previous February 2026 court mandate to bring the units into compliance with city and state safety codes.

A Pattern of “Unsafe” Conditions

An inspection of the property revealed severe structural and health hazards across multiple buildings. Among the documented issues were:

  • Severe Water & Mold Damage: Units were found with leaking ceilings, active water leaks from upper floors, and walls covered in mold. In one instance, brand-new cabinets being stored in a unit were already consumed by mold.
  • Structural Rot: Several apartments were deemed unfit due to rotted floor joists, sill plates, and outer walls.
  • Fire Hazards: At least one unit could not be rented due to a lack of a fire barrier, while another had a kitchen fire with no subsequent inspection or repairs.
  • Incomplete Repairs: While some work had begun, inspectors found structural repairs covered by subflooring before they could be officially inspected, raising questions about their safety.

Compounding Fines

As of April 22, 2026, Jones acknowledged that he was cumulatively 2,584 days late in completing required repairs across various units.

Per the agreement:

  • Initial Fine: Jones must pay $129,200, calculated at $50 per day for each day repairs remained overdue.
  • Ongoing Penalties: Moving forward, Jones will be fined an additional $100 per day, per unit for every day they remain non-compliant.
  • Potential Reduction: If all units are brought into full compliance within 120 days, the total fine may be reduced to $25,000, provided the amount is paid promptly after inspection.

Due to the “unsafe and uninhabitable” status of the units, which are currently under a Condemnation Order by the City of Bedford, Jones is prohibited from selling the real estate without written consent from the City.

The court has vacated previous hearings and scheduled a Review Hearing for August 19, 2026, at 9:00 a.m. before Judge Nathan Nikirk, to determine the final fine amount and assess the status of the repairs.

The City Planning Director maintains sole discretion in determining whether future repairs meet the required safety standards.
