BEDFORD — A self-checkout “skip-scanning” incident at the Bedford Walmart led to criminal theft charges against two women and sent one to the Lawrence County Jail on September 1, according to court documents filed by the Bedford Police Department.
Regina M. Harvey, 55, of Campbellsburg, was arrested and lodged in the Lawrence County Jail after officers discovered a prior theft conviction on her record from Washington County. Co-defendant Judy Kay Harvey, 64, was issued a misdemeanor summons to appear in court and released at the scene.
According to a probable cause affidavit filed by Bedford Police Department Captain Nicholas A. Lemke, officers were dispatched to the Walmart on John Williams Boulevard around 1:02 p.m. following a report from a store asset protection inspector.
According to store loss prevention reports, surveillance cameras and store personnel observed both women intentionally failing to scan several items at separate self-checkout registers around 12:30 p.m.
Store records show:
- Judy Harvey failed to scan $61.09 worth of merchandise, including a 64-ounce bag of Golden Rewards dog treats, while concealing unbagged items.
- Regina Harvey failed to scan $40.46 worth of merchandise, including pet food, snack chips, cheese sticks, a 6-pack of Barq’s root beer, and a 22-inch neon yellow Coke bottle bank, hiding unscanned items under bagged merchandise in her cart.
Both women rendered payment for the items they did scan but made no attempt to pay for the concealed goods before heading for the exits, the affidavit states. Store security paused their transactions and detained both parties.
When interviewed separately by law enforcement outside the loss prevention office, both women were read their Miranda warnings and admitted to knowing they had skip-scanned the merchandise.
All stolen items, totaling $101.55 combined, were fully recovered by store security and photographed as evidence. Both women signed formal notices of trespassing from the Bedford Walmart location.
Judy Harvey was released on a summons ordering her to appear in Lawrence County Superior Court 1 on October 6, 2026. Regina Harvey was taken directly into custody and transferred to the Lawrence County Sheriff’s Department due to her prior conviction upgrading her offense.
