BEDFORD — North Lawrence Community Schools (NLCS) has issued its required annual meal account charge and collection policy to district families, detailing guidelines for student cafeteria accounts, balance thresholds, and repayment procedures.
The policy, mandated by the U.S. Department of Agriculture (USDA) and the State of Indiana, outlines how prepaid accounts operate and sets strict boundaries on negative balances. District officials emphasize that these rules apply strictly to students. Staff members and adult community residents are permitted to maintain accounts but are prohibited from incurring negative balances.
Families whose children qualify for free meals through income guidelines or direct certification are noted to be exempt from these procedures, except when purchasing additional menu items beyond the provided reimbursable meal.
Managing Account Balances and Meal Provision
Cafeteria purchases can be paid at the point of sale or prepaid into individual accounts by cash, check, or online via electronic check or credit/debit card. Online transactions incur a convenience fee of $1.50 for electronic checks and $2.95 for debit or credit card payments.
Under district policy, students with insufficient funds are permitted to charge meals so they do not go unfed:
- A La Carte Restrictions: Students with a negative account balance are prohibited from purchasing or charging à la carte items, such as extra main entrees or extra beverages.
- Significant Negative Balance: A balance exceeding $50.00 is designated as a “significant negative balance”.
- Meal Guarantee: Regardless of how much a student owes, students with negative balances will continue to receive a regular, reimbursable meal following USDA nutritional standards, with the cost added to their account debt.
Notification Timelines and Debt Collection
NLCS utilizes an automated system to notify parents of negative balances. Initial email alerts are generated via the Meal Magic POS system every four days at 8:00 p.m.
If a negative balance remains unpaid after 30 days, the NLCS Food Service Department will send direct monthly charge letters until the balance is cleared. Unpaid debts that persist through the end of the school year may be pursued through legal collection methods deemed necessary by the school corporation before being classified as bad debt.
Account Balances Upon Graduation or Withdrawal
When a student graduates or withdraws from the district, positive balances can be refunded or transferred upon request:
- Balances Under $10.00: Remaining funds are automatically receipted into the general school lunch fund unless a parent requests a refund within 30 days.
- Balances Over $10.00: The district will notify parents or students by mail or email, offering a refund. If no response is received within 30 days, the account will be closed and the unclaimed funds transferred to the school lunch fund.
