VINCENNES — Pace Community Action Agency, Inc. will begin accepting applications on October 1 for its 2026–2027 Energy Assistance Program (EAP), offering vital financial aid to income-qualified households facing winter heating costs.
The federally funded Low-Income Home Energy Assistance Program (LIHEAP) provides a one-time benefit to assist residents across Daviess, Greene, Knox, and Sullivan counties. Payments are distributed directly to utility providers to help cover primary heating sources, though renters whose utility fees are included in monthly payments may also be eligible.
Because application review and eligibility determination can take up to 55 days, agency officials urge households to apply as early as possible to ensure timely assistance ahead of colder weather.
Application Methods and In-Person Assistance
Starting October 1, residents can obtain and submit applications in several ways:
- Online Portal: Digital forms will be accessible at Pace Community Action Agency or via the Indiana Housing and Community Development Authority (IHCDA) EAP Portal.
- Physical Locations: Paper copies will be available at Pace community sites and most public libraries throughout the four-county area. Drop boxes are also provided at local Pace offices.
- Mail Outing: Elderly clients who received assistance during the previous season will automatically receive a paper application by mail.
Pace will hold in-person application assistance events across Daviess, Greene, Knox, and Sullivan counties, in addition to recurring monthly help sessions in Knox County, to assist residents with gathering required documents and completing their paperwork.
Eligibility Requirements and Winter Utility Protections
Eligibility for the Indiana Energy Assistance Program is determined by gross household income relative to state median thresholds. Under guidelines established by the Indiana Housing and Community Development Authority, households earning at or below 60% of the State Median Income (SMI) qualify for assistance. Applicants must provide proof of income, current utility account statements, and tenant verification forms if applicable.
Submitting an application also grants qualifying residents protection under Indiana’s utility disconnection moratorium. Under Indiana Code § 8-1-2-121, regulated electric and gas utilities are prohibited from disconnecting service to eligible residential customers who have submitted an EAP application between December 1 and March 15.
