Indiana Housing Authority issues urgent directive following severe summer storms, flooding

INDIANA— Following two consecutive weeks of destructive weather across the state, the Indiana Housing and Community Development Authority (IHCDA) has issued an urgent directive to property managers. The move comes after severe storms and flooding heavily impacted various regions throughout Indiana during the weeks of June 8 and June 15, 2026.

In response to the crisis, IHCDA is requiring owner-agents of all IHCDA-funded rental projects to take immediate action to assist with disaster relief and report any property damage.

Tracking Vacancies to House Displaced Residents

A primary focus of the state’s disaster response is securing immediate shelter for individuals and families forced out of their homes by the floodwaters. To streamline this process, IHCDA is leveraging its housing database to connect displaced persons with available rental units.

Owner-agents are being asked to complete two critical tracking tasks immediately:

  • Tenant Event Reporting: Ensure all recent tenant move-ins, move-outs, and status changes are fully up to date and reported through the IHCDA Online portal.
  • Vacancy Listings: Verify that all currently available units are accurately listed in the Indiana Housing Now database to give emergency managers a real-time view of housing options.

Strict 10-Day Window to Report Property Damage

For affordable housing developments that sustained physical damage from the high winds or rising waters, the state has instituted a strict reporting timeline.

Owner-agents are legally required to notify the IHCDA within 10 days of the damaging event. Property managers must fill out and submit the official “Casualty Loss Form (Form K).”

The agency has provided specific instructions for submitting the paperwork:

  • Primary Recipient: Form K must be emailed directly to IHCDA Inspector Chris Rivera at crivera@ihcda.in.gov.
  • Required Carbon Copy (CC): Submissions must copy Matt Rayburn at mrayburn@ihcda.in.gov.
