INDOT outlines major digital shift to browser-based bidding systems for July letting

INDIANA The Indiana Department of Transportation (INDOT) has released critical operational details regarding an upcoming overhaul to its procurement system, detailing a shift to enhanced bidding workflows on Bidx.com. The modernized system will officially debut on July 8, 2026, completely eliminating the need for contractors to use traditional desktop software.

The transition represents a major modernization effort aimed at making the state’s infrastructure bidding process faster, more secure, and accessible from any modern operating system.

The upgrade moves the entire procurement environment into a native web browser experience. INDOT highlighted several major improvements designed to streamline contractor submissions:

  • Platform Flexibility: Contractors can now bid from any modern computer web browser, introducing full compatibility for Mac users who previously struggled with legacy software restrictions.
  • Modernized Yet Familiar Interfaces: The digital bid forms on Bidx.com have been redesigned to feel familiar to long-time users while operating with vastly improved browser-based speeds.
  • Intuitive Error Checking: A new integrated “Check Bid” functionality actively scans submissions and directly guides users to formatting errors or missing fields before final submission.
  • Expanded Vendor Management: Bidders can assign specific line items to subcontractors and suppliers directly from a newly expanded, centralized vendor list.
  • Streamlined Bond Verification: The updated portal offers simplified, instant verification pathways for both electronic and hard-copy bid bonds.

Tech Partner InfoTech Downplays Need for Test Letting

As with any major digital transition, industry inquiries have surfaced regarding the necessity of a formal training session or a simulated “test letting” for the contracting community.

InfoTech®, the developer behind the Bidx platform, issued a formal response indicating that a public test letting should not be required based on past state rollouts:

“Based on experience, InfoTech anticipates minimal impact to contractors during the bidding process. When contractors use the established guides and Knowledge Center resources, significant issues have not been observed,” the firm stated.

InfoTech added that while they deem a public test unnecessary, they remain fully prepared to coordinate and support a mock letting if contractor organizations demand it for added validation.

INDOT’s Internal Implementation Timeline

INDOT is currently adhering to a strict internal timeline modeled after successful department of transportation conversions in other states.

To guarantee network stability, INDOT personnel will be conducting private, internal test lettings with InfoTech over the next two weeks. This rigorous testing phase ensures full system functionality well ahead of the official June 10 advertisement date.

Should the contracting community still request formal training or a public trial run after consulting Infotech’s resources, INDOT has stated it is willing to accommodate. Any such public training or mock session would be scheduled post-advertisement, ensuring bidders have ample time to prepare ahead of the true July 8 deadline.

Preparation Resources

To facilitate a seamless transition, contractors are strongly encouraged to review the specialized multimedia guides prepared by InfoTech before June. These materials can be accessed directly via the Contractor Information and Bid Submission Contractor Guides portals on Bidx.com. For specialized troubleshooting, InfoTech’s customer support desk is fully staffed and active.
