Trooper Burris initiated a traffic stop after observing the truck travel left of center near 5th Street. During the stop, Trooper McDowell, who was training with Trooper Burris, made contact with Bell and reported smelling an alcoholic beverage. Bell admitted to having just left a bar and consuming alcohol.

Bell was given standardized field sobriety tests, which he failed. He was administered a certified breath test at the Lawrence County Jail, which showed Bell had a blood-alcohol level of 0.116.

Bell was arrested and remanded to the custody of the jail staff.

Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
