BLOOMFIELD– Greene County is set to become the home of a significant new defense manufacturing facility. The American Center for Manufacturing & Innovation (ACMI) and Prometheus Energetics have announced plans to build a 550-acre site to produce solid rocket motors and munitions. The facility, part of the Department of Defense’s Munitions Campus Program, will be near the Crane Army Ammunition Activity in Bloomfield.

“Crane Army is eager to work with industry partners who can complement our ability to provide munitions to the warfighter,” says Anthony Fabrizio, Deputy Commander of Crane Army Ammunition Activity. “The Army recognizes the need to modernize, and the Munitions Campus has the potential to help us bridge that gap.”
The new facility is expected to bolster the U.S. defense supply chain, stimulate innovation, and create new regional jobs. Prometheus Energetics, a collaboration between Kratos Defense & Security Solutions and Rafael Advanced Defense Systems, will serve as the campus’s anchor tenant, bringing in additional companies from the defense sector. The project is designed to reduce barriers for new startups and help established firms develop cutting-edge military technologies.
The center is pursuing the development of the SRM segment through its ACMI Federal affiliate. In September 2023, it secured a $75 million Department of Defense contract to establish an advanced munitions campus to harmonize DOD collaboration with private manufacturers’ specialized hypersonic systems and critical chemicals. The campus program’s goals include rapid testing, refinement, and collaboration on technologies through shared resources for production at scale.

“Crane Army and NSWC Crane are the ideal partners to take on this important project,” says Pam Clark, Ecosystem Manager for ACMI and former U.S. Army Research Laboratory (ARL) Division Chief. “The longstanding relationship we will build with Crane was a key factor in selecting Indiana for the munition campus investment. The partnership is testament to the commitment to deliver technology that is critical for our defense and national security.”

“ACMI will develop a series of buildings designed to support the unique needs of campus tenants,” says Simon Shewmaker, Head of Development for ACMI Properties. “Tenants focused on R&D and prototyping will naturally align with facilities near Indianapolis while facilities near Crane will focus on scaled production, creating a pathway to develop and deploy new technologies in the market.”
Kratos, Rafael, and ACMI leaders highlighted the project’s importance in strengthening U.S. manufacturing capabilities and fostering deeper collaboration between the private sector and government agencies. Indiana officials enthusiastically praised the initiative, praising the state’s expanding role in national security and economic development.
The project is scheduled to break ground in late 2025, with phased openings beginning in 2027.
Greene County officials, including the county’s president and economic development leaders, expressed excitement about bringing the facility to the region. The growing focus on the defense industry in the area was cited as a key factor in the project’s selection, positioning Greene County as a growing hub for military and defense innovation.
