BEDFORD – On the evening of September 7, local law enforcement responded to a disturbance at the Industrial Park Apartments in Bedford, resulting in the arrest of a 63-year-old man on multiple charges.
Georg H. Rathburn, a resident of the apartment complex, was taken into custody following reports of disorderly conduct and unauthorized entry into a neighbor’s apartment. This was Rathburn’s second time being arrested after causing a disturbance with a neighbor. He was arrested on Saturday, August 31.
The incident began around 7:31 p.m. when police were dispatched to the scene after receiving complaints about an individual screaming, yelling, and throwing items outside the apartments.

According to the affidavit filed by Captain Dakoda Emmons of the Bedford Police Department, upon arrival, officers found Rathburn in an apparent state of intoxication. He was reportedly unsteady on his feet, exhibiting slurred speech, and emitting an odor of alcohol.
A male neighbor provided a video-recorded statement claiming that Rathburn had entered his apartment uninvited and began yelling, refusing to leave despite multiple requests. He eventually called the police, prompting Rathburn to exit the premises.
The situation escalated when officers attempted to detain Rathburn. He allegedly resisted arrest, leading to a physical altercation. During the incident, Rathburn is accused of kicking Captain Emmons and trying to harm himself by hitting his head against walls and other objects.
After being subdued, Rathburn was taken to IU Health Bedford Hospital for medical clearance before being transported to Lawrence County Jail.
Rathburn now faces multiple charges, including:
- Resisting law enforcement by force
- Battery on a public safety official
- Residential entry
- Public intoxication
- Disorderly conduct
