Two arrested after citizen makes call to report suspicious behavior

BEDFORD – Two people were arrested on Saturday after Bedford Police were called to the 1710 block of M Street after a report of suspicious people at Total Tan.

A person then reported the male entered in a gold vehicle parked in a nearby parking lot.

When police arrived they found 33-year-old Kathleen Dalton sleeping in the vehicle and 27-year-old Richard Collins.

Police say there were multiple liquor bottles in the vehicle.

Collins told the officers he had been drinking.

Police say Dalton then grabbed a folding knife that was underneath her and put it on the dashboard. 

Both were then asked to step out of the vehicle.

Dalton told officers there was a used syringe in the vehicle she used to inject meth.

The caller alerted officers that Collins had been banging on the door, yelling profanities and was stumbling around the parking lot. She was also later seen yelling at a parked car.

Collins submitted to a portable breath test and had a blood-alcohol level of 0.268 percent. 

Collins was arrested on a charge of public intoxication and Dalton was arrested on a charge of illegal possession of a syringe.
