Police say the child was with several adults and ran towards the road but was stopped. The child did not have a black eye, he had on Halloween make-up on his face

  • 5:06 p.m. A female reported she came home to a trailer she was renting in the 4370 block of Stonington Road and found the power off, driveway blocked and front door broken
