ORLEANS — The Town of Orleans is moving forward with plans for a $3.2 million upgrade to its aging wastewater treatment facility to comply with state environmental requirements and protect local water resources.
The current wastewater treatment plant dates back to the late 1980s. Due to its age and an increase in the volume of wastewater handled over time, the facility requires expanded capacity and updated equipment to properly treat effluent before release. The Indiana Department of Environmental Management (IDEM) is mandating these improvements to ensure the plant meets safety standards and protects the environment, local waterways, and sensitive underground water resources.
Working Toward Compliance
In 2023, the Town entered into an Agreed Order with IDEM—a formal agreement to correct operational problems and improve treated-water quality. While operational issues have been resolved, the facility continues to struggle with discharge requirements. Town officials note that failing to address these remaining problems could result in state fines and potential legal action.
Since 2023, Orleans has partnered with Commonwealth Engineers to plan repairs and report progress to IDEM every four months. An engineering report presented to the Town Council outlines the necessary work, which will increase treatment capacity, replace aging equipment, simplify operations, and boost overall efficiency.
Funding Strategy and Grant Applications
With an estimated price tag of $3.2 million, the Town lacks the internal funds to cover the cost alone. Officials have explored loans, bonds, and grants while prioritizing options that limit the financial impact on residents’ sewer bills.
A 2025 household income survey, conducted in cooperation with the Indiana 15 Regional Planning Commission, qualified Orleans to apply for a Community Development Block Grant (CDBG) through the Indiana Office of Community and Rural Affairs (OCRA). The Town is preparing to submit its CDBG application in early 2027. Although grant funding is competitive and not guaranteed, any awarded funds would directly reduce the amount the Town needs to finance.
How Residents Can Help
Local officials emphasize that community participation is vital to strengthening the upcoming grant application. Residents can support the project in several ways:
- Complete the Project Survey: Surveys are available at Orleans Town Hall or via links shared through ReachAlert.
- Submit Comments: Residents can submit a letter or email detailing any wastewater problems they have experienced, the duration of those issues, and any project-related concerns.
- Attend the Public Hearing: A public hearing is scheduled for December 12 during the Annual Orleans Christmas on the Square. Specific time and location details will be announced soon.
For questions regarding the CDBG application, residents may contact Jessica Condra, Project Administrator for the Indiana 15 Regional Planning Commission, at 812-367-8455 or via email at jcondra@nd15rpc.org.
