LAWRENCE COUNTY — The Indiana Commission on Judicial Qualifications has initiated formal disciplinary proceedings against Lawrence County Superior Court I Judge John M. Plummer III. The charges, filed under Case No. 26S-JD-115, follow an investigation into allegations of ethical misconduct and illegal activity.

The commission has leveled two counts of misconduct against Judge Plummer. The core of the complaint alleges Judge Plummer failed to comply with the law by possessing and consuming marijuana and provided incomplete and non-candid information regarding his drug use during the commission’s inquiry.
The investigation was originally prompted by reports that Judge Plummer had behaved in an “erratic and agitated manner” on several different occasions.
Judge Plummer is not currently hearing cases. While not required to do so, he has the right to file a formal answer to these charges within the next 20 days. Attorney Glen Koch is representing Judge Plummer.
The disciplinary process is governed by the following framework:
- The Commission: A seven-member body responsible for investigating ethical breaches by Indiana judges.
- The Supreme Court: Holds final authority over the case. They may dismiss the charges, accept a disciplinary agreement, or appoint a panel of judges for a public hearing.
- Potential Sanctions: If misconduct is found, the Court can impose penalties ranging from a fine or public reprimand to suspension or a permanent ban from judicial office.
The “Notice of the Institution of Formal Proceedings and Statement of Charges” is now a matter of public record at the Appellate Clerk’s Office.
