WASHINGTON, D.C. — Following through on President Trump’s recent executive order to remove regulatory barriers to affordable housing, the U.S. Department of Agriculture (USDA) has announced a sweeping modernization of its rural home loan programs.

The Rural Housing Modernization Initiative, announced Friday, aims to streamline the delivery of the USDA’s two primary housing supports: the Single Family Housing Guaranteed Loan Program and the Single Family Housing Direct Loan Program. While the upgrades are designed to eliminate “bureaucratic friction” and reduce delays, officials clarified that eligibility standards and funding levels remain unchanged.
Cutting the Red Tape: Delegated Underwriting
A center-piece of the initiative is a shift in how guaranteed loans are approved. The USDA is now providing delegated underwriting authority to qualified lenders.
This change allows lenders to approve and close loans directly, rather than waiting for individual USDA agency review for every file. This brings the USDA in line with similar “fast-track” processes used by the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs (VA).

“These upgrades answer President Trump’s call to have government provide a higher level of customer service,” said Todd Lindsey, Rural Development Acting Under Secretary. “We are helping rural families access affordable credit while maintaining strong oversight.”
New Digital Tools: The “My RD Loan” Portal
For those utilizing the Direct Loan Program—typically lower-income borrowers who receive financing directly from the government—the USDA has launched the My RD Loan Portal.
The secure, 24/7 digital platform allows borrowers to:
- Manage Accounts: View real-time loan balances and information.
- Make Payments: Execute and track payments online.
- Access Tools: Use account management resources without calling a regional office.
Rural Housing Service Administrator George Kelly noted that the portal provides direct loan borrowers with the same level of modern account access expected in the private banking sector.
“These are practical, program-focused upgrades,” said Kelly. “Delegated Authority helps guaranteed lenders deliver affordable mortgage options faster and with less bureaucracy to borrowers of the single-family guaranteed loan program, while the My RD Loan Portal provides borrowers of the single family direct loan program with easier account access.”

- Faster Closings: Delegated authority means fewer “pending” days for rural home sales in counties like Lawrence, Martin, and Orange.
- New Construction Focus: The USDA signaled that upcoming phases of this initiative will focus specifically on reducing regulations for new home construction, potentially sparking growth in rural subdivisions.
- Lender Alignment: Local banks and credit unions can now process USDA loans with the same efficiency as FHA or VA loans, making the program more attractive to lenders.
