Lawrence County Commissioners pass resolution to secure Rural Transit funding for 2027

LAWRENCE COUNTY During their Tuesday morning meeting at the Lawrence County Courthouse, the Lawrence County Commissioners officially paved the way for continued public transportation services by passing Resolution No. 2026-01.

The resolution authorizes the filing of a grant application for the 2027 calendar year under Sections 5311 and 5339 of the Federal Transit Act. These federal funds are critical for supporting the capital, operating, and feasibility study projects of non-urbanized public transportation systems.

The resolution reaffirms the Area 10 Agency on Aging as the designated non-profit organization to coordinate and provide rural public transit services within Lawrence County.

Area 10 operates under a regional “pass-through” agreement with the Monroe County Commissioners, a partnership that also includes Owen and Putnam counties. This regional approach allows the agencies to pool resources and efficiently manage a service that provides thousands of rides annually to local residents.

Rural Transit provides door-to-door bus service to all residents regardless of age or physical ability. It connects rural residents to medical appointments, grocery stores, pharmacies, and employment centers.

According to recent data, Lawrence County residents account for approximately 23 percent of all rides provided by the regional service, totaling over 6,000 rides within the county alone.

The Grant Process

The application will be submitted to the Indiana Department of Transportation (INDOT), which manages the distribution of federal transit grants. Under the terms of the grant:

Amy Guerrettaz has been named the authorized official for Area 10 to submit the application.

The federal program typically funds up to 80% of capital expenses (such as new vehicles) and 50% of net operating costs.

The remaining “local share” of the project costs will be provided by the participating counties and the agency.

The commissioners’ approval ensures there is no gap in service planning as the agency looks toward the 2027 fiscal cycle.

How to Use Rural Transit

For residents needing transportation, Rural Transit requires a reservation made 3 to 5 days in advance. The service is also a Medicaid transit provider. A reservation is required. A wheelchair lift (ADA-compliant) is available.
