BLOOMINGTON — The Bloomington Police Department (BPD) has officially launched the Blue Envelope Program, a new initiative designed to facilitate safer and clearer communication between law enforcement and drivers on the autism spectrum. Modeled after a successful program in Porter County, the tool acts as a bridge during high-stress interactions like traffic stops or motor vehicle accidents.

“Programs like the Blue Envelope help officers quickly recognize when a driver may communicate differently and adjust their approach,” said BPD Captain Ryan Pedigo. “Our goal is to make interactions safer, calmer, and more predictable for everyone involved”.
The program utilizes two primary physical tools to alert first responders and assist the driver:
- The Blue Envelope: A specialized envelope held in an accessible location, such as a glove box or center console. It contains the driver’s license, vehicle registration, proof of insurance, and a contact card for a trusted individual.
- The Window Cling: A small sticker that can be placed on the vehicle’s window to alert officers that the driver is on the autism spectrum before they even approach the vehicle.
The exterior of the envelope provides written instructions for both the driver and the officer, helping to streamline communication and reduce the anxiety often associated with police contact.
The Bloomington Police Department has outlined several goals for the initiative to ensure positive outcomes for Monroe County residents:
- Enhanced Understanding: Provides officers with immediate context to promote patience and empathy.
- Reduced Anxiety: Serves as a visual cue for officers to adjust their communication style for those who may be overwhelmed by bright lights or loud noises.
- Streamlined Communication: Offers practical tips for officers to navigate high-stress situations effectively.
- Encouraging Preparedness: Helps drivers with ASD feel more secure by keeping all necessary legal documents in one organized location.
Residents of Bloomington and Monroe County can pick up their Blue Envelope materials free of charge at the Bloomington Police Department at 220 East Third Street and Bloomington City Hall at 401 North Morton Street.
