Woman arrested after alleged intoxicated rampage

BEDFORD — A Scipio woman is facing multiple criminal charges following a chaotic series of events Thursday evening that began at a local grocery store and escalated into an alleged physical altercation with police at a nearby hospital.

Amber Delucia, 48, was taken into custody by the Bedford Police Department on February 19, 2026, after authorities responded to reports of an intoxicated individual threatening customers.

Officers were dispatched to the Priceless Hometown IGA on N Street at approximately 7:02 p.m. According to the probable cause affidavit filed by Officer Stuart Ratcliff, police arrived to find Delucia sitting on the ground near the propane storage bins, surrounded by scattered potato chips and playing loud music from her phone.

Store employees reported that Delucia had been drinking from a bottle of alcohol in front of the store and was yelling obscenities at customers, attempting to provoke fights. One employee expressed concern that Delucia’s level of impairment made her a danger to herself, fearing she might fall or be struck by a vehicle in the parking lot.

Upon contact, officers noted that Delucia had slurred speech, poor balance, and a strong odor of alcohol. When asked how much she had consumed, she reportedly replied, “enough.” A preliminary breath test later yielded a 0.246% BAC, more than three times the legal driving limit.

Due to her high level of intoxication, Delucia was transported to IU Health Bedford for a medical evaluation before being cleared for jail. However, the situation intensified within the hospital’s waiting room and emergency department.

According to supplemental reports from Officer Jones, Delucia allegedly shouted obscenities and slurs in the hospital waiting room in the presence of several adults and children. While being escorted, Delucia reportedly pulled away from officers multiple times, requiring her to be restrained against a wall. After being medically cleared, Delucia allegedly resisted being handcuffed and kicked an officer in the knee and inner thigh.

Delucia was eventually restrained in a wheelchair and transported to the Lawrence County Jail. She faces the following preliminary charges of battery on a law enforcement, resisting arrest by force, two counts of public intoxication and two counts of disorderly conduct.
