Woman arrested after accusations of using shock collars, removing toenails, and burning her children

PAOLI – The Paoli Police Department arrested Rachelle Lynn McCarter Kitchell on a felony arrest warrant issued by the Sullivan Circuit Court on Friday, July 18.

The arrest, which occurred on July 18, 2025, stems from multiple serious charges of child abuse, including allegations of serious bodily injury and neglect.

According to court documents, Kitchell was sought in connection with alleged offenses spanning nearly two years, involving multiple child victims. The reported abuse came to light after the children’s grandmother notified authorities. Among the disturbing allegations against Kitchell are the intentional removal of toenails, burning the children, and the use of remote-controlled shock collars as a form of punishment.

Kitchell is currently facing a total of nine felony charges:

  • Three counts of domestic battery with serious bodily injury to an individual under 14, Level 3 felonies.
  • Three counts of neglect of a dependent resulting in serious bodily injury, Level 3 felonies.
  • Three counts of Domestic Battery with Bodily Injury, Level 5 felonies.

A felony arrest warrant was issued by the Sullivan Circuit Court on Thursday, July 17, 2025, ordering law enforcement to arrest Kitchell and hold her without bond. She is currently being held without bond in the custody of the Sullivan County Jail.
