About the Recycling Market Development Program: The Recycling Market Development Program operates under the Recycling Market Development Board, as established by Indiana Code 4-23-5.5. The program’s funding is sourced from the Recycling Promotion and Assistance Fund, which is generated by a per-ton fee on solid waste disposed of at Indiana landfills. This fund is dedicated to supporting initiatives that promote source reduction, reuse, recycling, and composting, all aimed at diverting solid waste from permanent disposal.
