Traffic stop leads to arrest for intoxicated driving

SPRINGVILLE– On Saturday, March 15, at approximately 6:05 a.m., Indiana State Police Trooper Jesse Crane initiated a traffic stop on a blue 2020 Ford Fusion after observing the vehicle cross the dashed white line dividing the lanes and drive over the solid white boundary line on State Road 37 near Ingram Road in Lawrence County.

During the approach to the driver, 21-year-old Juan Arroyo-Asbury, Trooper Crane observed signs of impairment, including red and glassy eyes, a strong odor of an alcoholic beverage, and slurred speech. Arroyo-Asbury stated he was diabetic and checked his device, which showed a blood sugar of 130 plus.  

Trooper Crane had Arroyo-Asbury exit the vehicle and observed him leave the car running and lean on the trooper’s front bumper.  

Trooper Crane administered the Horizontal Gaze Nystagmus (HGN) test, which he failed. Due to inclement weather, no additional field sobriety tests were conducted besides a Preliminary Breath Test. The PBT was positive for alcohol, with a result of 0.106 grams of alcohol per 210 liters of breath.  

Trooper Crane read Implied Consent to Arroyo-Asbury, who initially refused and asked for clarification but did not provide a definitive answer.  

A search warrant for a blood draw was obtained, and the warrant was executed at 7:10 a.m. at IU Health Bedford Hospital.  

Arroyo-Asbury was charged with operating a vehicle with a blood-alcohol content of 0.08 or more, operating a vehicle while intoxicated, OWI endangerment, and was issued a citation for unsafe lane movement.

Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
