BEDFORD — A Bedford Post Office employee is behind bars after a federal investigation utilizing hidden surveillance cameras caught her systematically stealing mail from the sorting floor, according to court documents filed. Investigators later recovered stolen greeting cards, cash, checks, and gift cards from both the worker’s personal vehicle and her residential trash can.

Mindi Wilson, an opening clerk at the Bedford Post Office located at 1720 H Street, was arrested on Friday, June 12, 2026. She faces preliminary local charges of theft, a Level 6 felony, and official misconduct, a Level 6 felony.
According to a probable cause affidavit filed by Special Agent Brian Clancy of the United States Postal Service Office of Inspector General (USPS-OIG), the investigation began in May 2026. Local postal management alerted federal agents to an alarming number of customer complaints regarding undelivered mail, alongside multiple discoveries of opened mail pieces discarded inside the facility.
On June 5, 2026, Special Agent Clancy installed two hidden surveillance cameras inside the post office workroom. One camera focused on the worker side of the P.O. Box section, while the second monitored the rear dock door where outgoing mail is staged overnight for morning pickup. Because Wilson was the designated opening clerk on most days, she routinely unlocked the building and worked entirely alone on the floor before other employees arrived.
The investigation intensified on June 10, 2026, when Bedford Postmaster Denise Ubelhor provided agents with photographs of an outgoing letter mail hamper. The hamper, which contained colored greeting card envelopes targeted for their likelihood of containing cash or gift cards, had been visibly altered and stripped of mail pieces between the prior evening’s close and the morning shift change.
A review of the hidden camera footage from June 10 and June 11 captured Wilson approaching the outgoing hamper shortly after arriving for work. On both mornings, the video showed Wilson pulling multiple pieces of mail from the bin, walking away, and concealing them inside her lunch bag.
Knowing from postal records that Wilson lived just a block away at 1823 H Street, Special Agent Clancy walked to her neighborhood on June 11 and checked the trash collection cans placed at the curb. Inside Wilson’s recycling and trash bins, the federal agent uncovered multiple pieces of uncanceled, unprocessed mail—specifically colored greeting card envelopes—none of which were addressed to Wilson or her residence.
At approximately 1:30 p.m. on June 12, Special Agent Clancy, flanked by officers from the Bedford Police Department, entered the post office and placed Wilson in handcuffs.
After being read her federal Garrity rights and Miranda warnings, Wilson agreed to speak with investigators. When confronted with the surveillance footage and the mail pulled from her trash can, Wilson reportedly confessed, stating that “times were hard at home and she is hurting for money.”
Wilson admitted she had been targeting and stealing valued mail pieces since February 2026, estimating she had stolen between $1,000 and $5,000 in cash and gift cards. When asked what she did when she opened envelopes containing personal checks, Wilson stated she did not know what to do with them and simply threw them away. She admitted to using the stolen gift cards to fund her normal daily living expenses.
Wilson gave verbal consent for agents to search her vehicle, a lime green Hyundai Kona parked in the employee lot. Inside a soft-sided lunch bag on the rear floorboard, investigators recovered 17 stolen pieces of letter mail, 15 of which had already been ripped open.
A further search of the SUV yielded two stolen Walmart gift cards hidden inside Wilson’s wallet and seven additional stolen gift cards tucked into the glovebox.

Following the vehicle search, Wilson was formally arrested and transported by Bedford Police Officer Bailey Duprey to the Lawrence County Jail for processing and housing. Her vehicle keys were turned over to her husband at the scene.
Special Agent Clancy photographed all the recovered evidence for court purposes before releasing the stolen correspondence back to Postmaster Ubelhor. Local postal officials are utilizing standard operating procedures to securely reseal, document, and place the affected mail back into the mail stream so it can finally be delivered to its intended recipients.
