LAWRENCE COUNTY — The Lawrence County Commissioners approved a new data analysis contract for the county’s juvenile justice system during their Tuesday morning meeting.
The agreement, according to Chief Probation Officer Nedra Brock-Fleetwood, establishes an annual site license between Empact Solutions and the Lawrence County Juvenile Division. Under the terms of the agreement, the county will secure access to “emPulse Youth Detention Analytics,” a specialized software system designed to track internal juvenile justice data, support analysis, and manage reporting at the local level.

The newly approved site license includes several operational features for local juvenile justice staff:
- License Term: The 12-month agreement will run from July 1, 2026, through June 30, 2027.
- Annual License Fee: The contract is set at a cost of $10,000.00 USD, with payment due within 30 days of the effective date.
- User Access: The license grants access to unlimited named users at the local site during the term.
- Support Retainer: The agreement includes 24 hours of premium support to be utilized within the license timeframe.
The software is intended to help local officials fully utilize data to secure better overall outcomes for the young people in county care. To ensure privacy and security, the agreement explicitly dictates that no internal juvenile justice case data is transmitted to or stored by Empact Solutions at any time.
Local officials noted that the $10,000 system expense will not negatively impact local tax funding. The annual fee for the emPulse software system is fully covered through a state grant, allowing the juvenile division to modernize its analytical tools while remaining fiscally responsible to Lawrence County residents.
