Indiana State Police arrest former Delaware County EMS manager after multi-year theft investigation

DELAWARE COUNTY – Detectives, with the assistance of troopers with the Indiana State Police Pendleton District, arrested Meagan R. Coutinho, 42, of Albany, Indiana, the former office manager of Delaware County EMS, on Wednesday following an investigation into allegations of theft.

The investigation began in the early spring of 2026 after Indiana State Police detectives received information alleging that funds had been improperly taken between 2021 and 2026. During the investigation, detectives gathered evidence indicating that approximately $200,000 had been stolen from two separate Delaware County agencies.

At approximately 12:56 p.m. on June 3, 2026, detectives arrested Coutinho on probable cause related to the investigation. She was taken into custody without incident and transported to the Delaware County Jail on preliminary charges of three counts of theft, Level 6 felonies, official misconduct, a Level 6 felony, and theft, a Level 5 felony.

Those facing criminal charges are considered innocent until proven guilty through a fair and due legal process. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
