According to a probable cause affidavit from the Bedford Police Department, an officer using radar observed a white Chevrolet Camaro traveling 70 miles per hour in a 55 mph zone on US Highway 50 East. The officer also noted the vehicle crossed the center line and fog line multiple times before initiating a traffic stop at 16th and D Streets.

When the officer made contact with the driver, identified as Clayton Tincher, he immediately admitted to speeding and being on his cell phone. The officer observed that Tincher had glossy, bloodshot eyes and slurred speech, and could smell alcohol coming from the vehicle.

Tincher agreed to a field sobriety test, during which he showed signs of impairment. A preliminary breath test yielded a blood alcohol concentration of 0.107, which is over the legal limit. A certified chemical test at the police station later resulted in a reading of 0.119. Tincher reportedly admitted to drinking two alcoholic beverages before leaving a friend’s house.

During a search of the vehicle, police located five unopened alcoholic beverages in a cooler in the backseat, a vape cartridge containing a substance that tested positive for marijuana, and seven other unopened cannabis vape cartridges.

Tincher was transported to the Lawrence County Jail for housing.
