According to the affidavit filed by the Mitchell Police Department, Officer Garrett Jacobs responded to a call in the 100 block of Flora Lane at approximately 11:35 p.m. regarding a domestic dispute that had escalated into a physical altercation.

The male victim stated that the argument began after an accident involving hot sauce during food preparation. The boy told officers he was attempting to warm up some food and accidentally got hot sauce on some of it, causing Rayhill to get mad and start yelling at him. The boy tried to push Rayhill away and walk to his room, but Rayhill confronted him again, and a physical fight ensued. Rayhill strangled him, leaving him breathless and with a large bruise on the left side of his neck. The boy told police he attempted to fight back but was unsuccessful. The boy told police this was not the first time Rayhill has injured him by hitting him in the head with objects.

Officer Jacobs reported that Rayhill admitted to putting his hands on the boy.  He was detained on charges of strangulation and domestic battery against a family member under the age of 14.

Rayhill was arrested and taken to the Lawrence County Jail. The affidavit notes that Rayhill has prior convictions for domestic battery.

A Probable Cause Affidavit outlines the initial findings and allegations that led to an arrest. Criminal charges are merely accusations, and the defendant is presumed innocent until proven guilty in a court of law.
