Improve 64 Draft Scope of Services to be released for industry review

FLOYD CO.—The Indiana Department of Transportation (INDOT) expects to release the draft scope of services for the Improve 64 design-build low bid (DBLB) project for industry review on or after April 16, 2025. Sharing the documents in advance allows industry partners to submit feedback that may be considered in the formal advertisement, which is expected May 14, 2025.

Documents will be posted on INDOT’s Autodesk Construction Cloud (ACC) project site, and Reference Information Documents (RID) will also be available there.

Industry partners can request access to the files by emailing Burleigh Law (blaw@hntb.com) and including the following information:

  • Contact name
  • Firm name
  • Email
  • Phone number

INDOT requests only one individual per team to request access.

Industry partners are asked to submit feedback on the draft scope of services by April 30, 2025. Feedback is considered non-binding, nonattributable public information and will not be published.

Mandatory Pre-Bid Meeting & Optional One-on-One Meetings
A mandatory pre-bid meeting will be held on May 28, 2025, to share more information about the project. One-on-one sessions with interested proposers will be scheduled on the same day, by request. More details will follow in future announcements.

Improve 64 will reduce congestion and improve safety and mobility along I-64 in Floyd County. The project includes additional travel lanes, interchange reconfigurations, and the replacement and rehabilitation of bridges and pavement. Construction letting is scheduled for November 2025.
