Man arrested after his dogs attack a jogger

SPRINGVILLE – A Springville man was arrested after police responded to a report a dog attacked a person on Wednesday, May 1, 2024.

Police arrested 54-year-old Franklin Meadows for failure to register a dog, resulting in a bite or attack, and failure to restrain his dog.

Lawrence County Sheriff’s Department Captain Andrew Phillips reported that on Wednesday, May 1, Central Dispatch received a call at 1:03 p.m. from a man who reported he was jogging in the 700 block of Indian Creek Road when a black and brown dog came after him and bit him. A second gray-speckled dog also chased him and bit him. The male said he didn’t want to file charges.

A neighbor witnessed the attack.

Captain Phillips reported the department has responded to multiple complaints about Meadows’ dogs running loose. On April 14, 2024, Franklin was arrested on charges of harboring a non-immunized dog
and failure to restrain a dog, resulting in a bite or attack.

Police spoke to Franklin on the phone. Franklin told Capt. Phillips that the dogs were in a pen but must have gotten loose.

Captain Phillips drove by Franklin’s home and found the dogs entering the roadway and barking at his police vehicle. The officer’s in-car video camera captured the incident.

On May 3, Franklin emailed Capt. Phillips’s documentation shows one of his dogs had received its rabies shot on April 15, 2024, at Kirk Veterniary Service Inc. in Orleans.

The information was forwarded to the Lawrence County Prosecutor’s Office, and a warrant was issued for Franklin’s arrest.
