Traffic stop leads to felony arrest in Miami County

MIAMI COUNTY- On Tuesday, February 20, 2024, just after 3:00 p.m., Trooper Matthew Moon observed a white 2017 Honda Accord disregarding a stop sign near Liberator Street and Matador Street in Miami County, IN. Trooper Moon stopped the vehicle and identified the driver as Tiffanie Rayl, 42, of Kokomo, IN.

While speaking with Ms. Rayl, Trooper Moon noticed indicators that criminal activity might be afoot and requested assistance. ISP K9 Trooper Andrew Baldwin and his K9 partner, Mack, arrived on the scene. Trooper Baldwin utilized his K9 to conduct an open-air sniff, which indicated the presence of narcotics inside the vehicle. A subsequent search of the vehicle resulted in officers locating suspected methamphetamine, prescription pills, and drug paraphernalia.

During his investigation, Trooper Moon was able to develop probable cause to believe that Ms. Rayl had operated a vehicle while intoxicated. Further investigation revealed that the front seat passenger, Bernard Brock, 53, Logansport, IN, had an active felony warrant out of Howard County. They were accompanied by a child, who was later released to a family member.

Rayl and Brock were arrested and taken to the Miami County Jail.

  1. Possession of Methamphetamine, Level 6 Felony
  2. Operating While Intoxicated with a passenger less than 18 years of age, Level 6 Felony
  3. Possession of a Legend Drug, Level 6 Felony
  4. Possession of a Syringe, Level 6 Felony
  5. Neglect of a Dependent, Level 6 Felony

– Bernard Brock, 53, Logansport, IN

  1. Possession of Methamphetamine, Level 6 Felony
  2. Neglect of a Dependent, Level 6 Felony
  3. Howard County Warrant

Trooper Moon was assisted by other members of the Indiana State Police Peru Post, Peru City Police Department, and Miami County Sheriff’s Office.
