F/Sgt. Gulinson serves as an INDOT coordinator for the Indianapolis District and manages over a dozen active work zones in central Indiana. He regularly attends weekly meetings with INDOT and construction contractors to ensure the highest work zone safety.

F/Sgt. Gulinson has made himself available to construction crews to assist with safety planning in work zones and to address immediate safety issues that require emergency response at any given moment.

Indiana State Police Indianapolis District Commander Lieutenant Josh Watson said, “F/Sgt. Gulinson is engaged, committed, and innovative regarding work zone safety. He works tirelessly to plan and manage ISP’s involvement in our district’s dozens of work zones each year. He is very much deserving of this award and recognition for his efforts, not only does he strive to provide safety and protections for the workers in these zones, but also focuses on the hundreds of thousands of citizens who drive through them.”

During the awards ceremony, E & B Paving executives mentioned he is the first external award nominee nominated independently by several employees. First Sergeant Gulinson received a standing ovation from all of the auditorium’s E & B employees and contractors at the ceremony.
