Bloomington woman arrested in connection to Orange County inmate’s death

PAOLI – On Wednesday, January 25, after an Indiana State Police investigation into the death of an Orange County inmate, an arrest was made.

On Monday, January 23, 2024, investigators requested an arrest warrant for 31-year-old Sarah Shipman of Bloomington through Orange County Circuit Court.

On Wednesday, Shipman turned herself into the Orange County Jail. She is being held on a $500,000 bond on charges of dealing a controlled substance resulting in death, a Level 1 felony, dealing a Schedule 1 controlled substance in a penal facility, and trafficking with an inmate, both Level 5 felonies. She is also facing a charge of operating a vehicle while intoxicated with a prior conviction, a Level 6 felony.

The ISP investigation began on Saturday, December 30, 2023, after Sgt. Detective Brock Werne responded to the Orange County Jail to investigate the death of an inmate.

At approximately 5:00 a.m., Orange County Sheriff’s Department jail officers located 54-year-old Jeanne Ross, of Mooresville, unresponsive upon entering her cell to deliver breakfast.

Jail officers immediately provided medical assistance and requested EMS respond. Emergency personnel were unable to revive Ross. She was pronounced deceased at the scene.

The Orange County Sheriff’s Office requested the Indiana State Police investigate the death.

Ross was transported from Hendricks County Jail to the Orange County Jail on December 26, 2023, on a warrant for failure to appear. Â
