City of Bedford Planning Commission hears public requests

BEDFORD – The City of Bedford Planning Commission held several public hearings during its meeting on Tuesday, December 12.

A Public Hearing was held for Carole Anderson, who requested a minor subdivision of her property located at 600 25th Street. Carol is requesting to subdivide the property into three separate parcels.

Land Surveyor Travis Norman reported he had reviewed the history of this parcel and advised that easement paperwork was now in place and recorded along with copies of the new deeds.

There was no one from the public to speak against the request.

President Byron Buker asked if landowners surrounding the property were notified of the request. Building Inspector Kevin Jones verified they had been, and the Planning Office had received no feedback from anyone.

All members present voted and unanimously approved the request, which was passed on to the Board of Works.

Public hearing for Jay Dee Waggoner, who requested to rezone property located at 1608 Central Avenue from R-3 Medium Density Residential District to B-1 Convenience Business District. Waggoner told the board he intended to sell the property.

No one from the public spoke for or against the request.

Jones advised that Planning Director Woodward had spoken with Carolyn Meadows, who wanted to oppose a tavern being placed on the property. She was advised that, most likely, the property size
would not support that type of business.

All members present voted and unanimously approved the request, and the request was passed on to the City Council.

A Preliminary hearing was held for Jay Nelson, who wishes to amend a previously approved subdivision plat. Nelson plans to build duplexes on the north parcels and sell each half separately.

Travis Norman advised the board that a name change had also been required for one of the streets in the
subdivision due to 911 addressing issues. Aruba Drive was originally planned as the main roadway through the property. Due to the addressing issue, the roadway on the southern end of the project will be named Walden Drive. Additionally, Norman relayed that the request to amend the original subdivision plat was due to the electric easement on the north side of the property. What had originally been present as lots 1 – 8 did not provide the yard space desired due to the electric easement. Changing these lots to what would now be known as lots 13-22 and allowing duplexes would increase the number of structures that could be built from eight individual structures to five duplex structures or ten properties. The duplexes would be marketed as individual units. Questions were raised about the covenants and restrictions.

A Preliminary hearing was held for Guide Pointe Church requesting a minor subdivision of their property located at 541 15th Street to be subdivided into two separate parcels.

Surveyor Corey Allen had submitted drawings on the subdivision because neither he nor a church representative could be present at the meeting to speak. Due to no representative being present to speak further regarding the request, the commission voted to table the request until the next meeting.

A Preliminary hearing for Christopher and Amanda Napier’s requests to rezone their property located at 1301 7th Street from R-3 Medium Density Residential District to B-1 Convenience Business District. They wish to operate some of their business, Grace at Home Health Care, from this location.

Neither Christopher nor Amanda Napier could attend the meeting, but they did submit an email explaining that the building would be used as a clinical site for check-offs and skills training for their
employees. Grace at Home additionally owns the property at 1616 M St, and the desire to add another building to that location to conduct training wasn’t feasible due to setback requirements.

Due to no representative being present to speak further regarding the request, it was tabled by the commission until the next meeting.
