Off-duty officer spots wanted man while shopping, arrest made

BEDFORD – On Friday, June 30th, at approximately 7 p.m., off-duty Lawrence County Deputy Harrison Fleetwood was shopping in a local department store when he observed 37-year-old Donald Carter, of Bedford in the store as well.

Officer Fleetwood knew Carter was wanted on an active Level 5 felony warrant and said Carter appeared to be impaired on a controlled substance.

Officer Fleetwood contacted on-duty officers, who arrived and arrested Carter.

While arresting Carter, officers located a digital scale with meth residue in Carter’s pocket. That, along with other evidence, led officers to apply for and receive a search warrant on Carter’s vehicle that was in the parking lot.

During a search of that vehicle police found used hypodermic syringes and other drug paraphernalia containing meth residue.

Charges on those items are pending prosecutor review.

Carter was arrested and incarcerated on his warrant on two counts of theft and two counts of fraudulent/deceitful acts.

Assisting and investigating officers included Lawrence County Officers Kinsley Duncan, Kenton Carter, Robin Compton, Calvin Callahan, and Bedford Officer Jarrett Tedrow.
