(DAVIESS CO.) – Washington Police arrested 40-year-old Elsa Madrigal, of Washington, on Tuesday on charges of dealing meth, possession of drug paraphernalia and neglect of a dependent.
Madrigal is being held without bond in the Daviess County Security Center.
