Public Hearing Regarding Proposed State Road 64 Pavement Replacement In Gibson County

(FRANCISCO) – The Indiana Department of Transportation (INDOT) will hold a public hearing beginning at 6 p.m. (local time) on Wednesday, May 22, at the Francisco Elementary School cafeteria, 302 East Main Street, Francisco, Indiana 47649.


The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for a State Road 64 pavement replacement located in the town of Francisco in Gibson County, Indiana. The doors will be open at 5:30 p.m. in order to view displays and talk to the representatives prior to the start of the hearing.
The project limits of the State Road 64 project would begin with incidental construction just west of the Norfolk Southern Railroad crossing, continuing east past the elementary school, and ending on the eastern town limits of Francisco. The proposed project involves removing and replacing the existing pavement to provide two 12-foot wide travel lanes and a 5-foot wide usable (4-foot wide paved) shoulder. In curbed sections of the project, within the Town of Francisco, a 2-foot wide paved shoulder with a 2-foot curb offset will be provided. New underdrains, drain inlets, and stormwater pipes will be installed to tie into the existing storm sewer system where applicable. The existing curb ramps and sidewalks will be removed and replaced with Americans with Disabilities Act of 1990 (ADA) compliant curb ramps and sidewalks where applicable. New sidewalks up to 6-feet wide, will be installed in areas where the existing sidewalk is missing. A small structure replacement identified as (DES 1298246) over an Unnamed Tributary (UNT) to Lost Creek (aka Wabash-Erie Canal) is within the project area and will be replaced during the same construction time frame.
An estimated 1.7 acres of right of way is anticipated to be required, however, the final design may determine a lesser amount to be required. The maintenance of traffic (MOT) will be performed utilizing phased construction. Two-way traffic will be maintained for local traffic and smaller vehicles along State Road 64 during construction; however, State Road 64 will be closed to large truck traffic, requiring an official detour. The official detour would use the state maintained routes of US 41, State Road 168, and I-69, however, local traffic may use local roads. Access to all properties will be maintained.
