IU Bloomington Changing Its Parking Permit Pay Structure

(BLOOMINGTON) – Beginning this summer, Indiana University’s Bloomington campus will move to a tiered rate structure for parking permits based on employee salary levels.

“We are excited to be able to move forward with this change after being tasked with finding a better way to help distribute parking permit costs to our employees, a request that has been pending for some time with the Transportation and Parking Advisory Committee,” IU Bloomington parking director Amanda Turnipseed said. “The new structure will support employees at the lower end of the university’s pay scale by limiting the impact of future parking rate increases.”
Salary tiers will be the same as those in use for IU’s health care plans, aligning parking rates with the university’s health and dental care plan practices. The four tiers are: Below $35,000; $35,000 to $59,999; $60,000 to $99,999; and $100,000 and above.
Parking permit rates for the 2019-20 academic year for the IU Bloomington campus will be:

  • Below $35,000 – $46.44 per month for EM-P or $16.09 per month for EM-S
  • $35,000 to $59,999 – $47.39 per month for EM-P or $16.42 per month for EM-S
  • $60,000 to $99,999 – $50 per month for EM-P or $20.53 per month for EM-S
  • $100,000 and above – $52.13 per month for EM-P or $21.35 per month for EM-S

Rates for a nonstudent, temporary employee permit will be $46.44 per month for an EM-P pass and $16.09 per month for an EM-S pass.
Departments purchase EM-S permits for employees represented by American Federation of State, County and Municipal Employees, or AFSCME, but employees pay the cost difference if they choose an EM-P pass. That rate will be $30.97 for an EM-P pass.
EM-V, Reserved, Carpool and Evening permits will not be included in the tiered structure.
All IU campuses will use the same tiered salary structure to determine individual campus parking permit prices moving forward.
The new rate structure will not affect an employee’s ability to use payroll deduction to purchase their permits, nor limit it to the only payment option. Permits may continue to be purchased using cash, check or credit cards.
Employees should note that parking permit costs will be based on the employee’s salary at the time for permit renewal, due to the university’s fiscal year. For example, employees who renew for the 2019-20 cycle in June 2019 will pay the rate based on their fiscal year 2019 salary, but employees who renew in July 2019 will pay the rate based on their fiscal year 2020 salary.
