INDOT mandates digital submissions for highway construction contract bids starting in December

INDIANA — The Indiana Department of Transportation (INDOT) has issued an official notice to all highway construction contract bidders announcing updated procedures for submitting performance bonds and employee drug testing policy documents.

Beginning with the December 9, 2026, Highway Construction Contracts Letting, contractors submitting bids must attach their performance bonds and drug testing documentation directly to their online proposals within the Bid Express (BidX) Enhanced Bidding system.

The new requirement takes place during the bidder’s review of the digital Bidder’s Checklist inside the Bid Express platform.

End of Email Submissions

The shift marks a permanent transition away from legacy email submissions.

INDOT confirmed that performance bonds and employee drug testing policies sent as email attachments to ConstructionLetting@indot.in.gov will no longer be accepted for any contract lettings.

According to INDOT, the change is designed to establish a standardized, streamlined digital workflow that reduces documentation errors and advances the department’s ongoing administrative modernization efforts.

What Contractors Need to Know

  • Primary Platform: All performance bonds and employee drug testing policies must be uploaded directly inside Bid Express alongside the electronic proposal.
  • Secondary Inbox Retained: The ConstructionLetting@indot.in.gov email inbox will remain active only for required proposal documents not specifically designated for submission through the online BidX system.
  • Compliance Action: INDOT urges all prospective highway construction bidders to adjust their internal submission protocols immediately ahead of the December 9 deadline to avoid non-compliant proposals or bid rejections.
