Williams man arrested for public intoxication following barrage of emergency calls and erratic behavior in Bedford

BEDFORD — A Williams man was arrested early Friday morning, October 24, 2026, after police say he became heavily intoxicated, flooded local dispatch centers with repeated emergency calls, and wandered the streets in freezing temperatures while exhibiting bizarre behavior, according to court documents.

Levi Eastwood

Levi Eastwood, 24, of Williams, faces a preliminary charge of public intoxication.

According to a probable cause affidavit filed by Officer Sarah Haluda of the Bedford Police Department, officers were dispatched at approximately 3:00 a.m. to the area of Shorty’s Bar and Grill to locate Eastwood. He had initially called the Bedford Police Department to report a stolen debit card, though officers arrived to find the card safely in his pocket.

Police advised Eastwood not to drive and to find a ride home, noting he planned to walk around the area. Instead, Eastwood began a persistent series of calls to the Bedford Police Department, the Lawrence County Sheriff’s Department, and Indiana State Police dispatch centers, repeatedly asking the same questions about driving his car, sleeping in his vehicle, and intoxication.

Despite refusing to secure a ride home and lacking a destination, Eastwood continued wandering the area wearing only a T-shirt, even as overnight temperatures hovered in the 40s.

Apprehension and Erratic Conduct

Officer Haluda located Eastwood on I Street while he was actively on the phone with a dispatcher. Police noted he smelled strongly of alcohol, had slurred speech, and glassy eyes. Eastwood openly admitted to officers that he was intoxicated. He refused a preliminary breath test and was taken into custody.

During transport to IU Health Bedford for medical clearance and subsequently to the Lawrence County Jail, Eastwood’s behavior grew increasingly erratic and unpredictable. According to the affidavit, he cycled rapidly through emotional states, crying, joking, and becoming angry, while shouting nonsensical statements at officers.

Eastwood accused officers of being “evil,” critiqued Officer Haluda’s soul, and at one point claimed that he and a friend could use “resonant frequencies” and throat singing to lift a 20,000-pound piece of limestone. He also made a suicidal comment before pivoting back to jokes.

After receiving medical clearance, Eastwood was transported to the Lawrence County Jail, where he continued his erratic behavior, singing and rapping during the ride, asking if he should grope jail staff, and ultimately refusing to cooperate with jail booking procedures. He was lodged at the facility.
