MITCHELL — A Kentucky man was arrested on Wednesday, September 10, 2026, after authorities responded to reports of an intoxicated individual bothering customers outside a local liquor store.
Manolo Cisneros, 34, of Crestwood, Kentucky, was taken into custody by the Mitchell Police Department outside Keg Liquors, located at 224 IN-60 East. He faces a charge of public intoxication, a Class B misdemeanor.
According to a probable cause affidavit filed by Sergeant Garrett Jacobs, officers responded to Keg Liquors after an employee reported an unwanted person sitting outside the main entrance.
Upon arriving, officers found Cisneros sleeping outside the building with his head resting against a barrel. The reporting employee told police that Cisneros had been loitering around the entrance for three to four hours, repeatedly asking customers for rides and attempting to come inside to use the store phone.
Police noted that Cisneros had been involved in a traffic stop conducted by the Mitchell Police Department the previous evening, September 9. Cisneros was a passenger in a vehicle driven by his cousin, who was arrested for driving under the influence. Following that incident, officers provided Cisneros with a courtesy ride to the nearby Mitchell Inn Motel at 93 IN-60 East and advised him to remain inside until checkout.
Due to language barriers and an inability to contact a family member or co-worker to transport Cisneros, Sergeant Jacobs placed him under arrest. During the encounter, Cisneros attempted to unzip his pants to urinate against the patrol car before being instructed to stop.
Cisneros was initially asked to perform a Preliminary Breath Test (PBT) at the scene but refused. Officers then transported him to IU Health Bedford to obtain medical clearance and perform testing.
At the hospital, Cisneros agreed to take a PBT with the assistance of a mobile translation app. The breath test recorded a blood alcohol concentration (BAC) of .309—more than three times the legal driving limit.
After being read his Miranda rights through an interpreter, Cisneros acknowledged drinking alcohol during the day, clarifying that he had been consuming tequila. He also admitted to asking individuals at the liquor store for rides and access to a phone.
Hospital security and medical staff provided Cisneros with a meal prior to his release. Officers reported that he remained cooperative throughout his time at the medical facility.
Following medical clearance, Cisneros was transported and remanded to the Lawrence County Jail without further incident.
