ELNORA — The Elnora Town Council will convene a public hearing on Tuesday, September 8, at 5 p.m. at Town Hall, at 426 Odon Street, to gather community input on proposed real and personal property tax abatements for a local real estate development project.
The request was submitted by Larry Wagler on behalf of Wagler Custom Homes LLC and L3RK LLC. The developers are seeking to designate a parcel of property located on Indian Street as an Economic Revitalization Area (ERA)—a prerequisite under Indiana law for granting tax abatements.
The Town Council initially passed a preliminary resolution designating the ERA in May. Tuesday’s hearing gives local residents, business owners, and taxing units an opportunity to voice support or raise objections before council members vote on final approval.
Understanding Economic Revitalization Areas & Tax Abatements
An ERA designation acknowledges that an area has become undesirable or undeveloped for normal development due to a lack of investment or physical obstacles.
- How the Abatement Works: If approved, a tax abatement does not eliminate property taxes entirely. Instead, it temporarily phases in property tax payments on new improvements over a set period (typically ranging from 3 to 10 years). The property owner continues to pay baseline taxes on the existing land.
- Economic Impact: Municipalities frequently use tax abatements as an economic development tool to incentivize new construction, stimulate local employment, expand the long-term tax base, and address rural housing shortages.
If the council approves the final resolution following the public hearing, the designation will take immediate effect, allowing Wagler Custom Homes LLC and L3RK LLC to move forward under the approved tax phase-in schedule. All interested members of the public are encouraged to attend.
