KOSCIUSKO COUNTY – On July 31, 2026, at approximately 07:20 a.m., an Indiana State Police Trooper was on patrol in Kosciusko County and using his stationary radar. At that time, the Trooper observed a Harley-Davidson Motorcycle traveling 26 miles per hour over the posted speed limit.
After observing the violation, the Trooper attempted to conduct a traffic stop with his emergency lights and siren. The motorcycle slowed down. The driver conducted a U-turn and sped off at a high rate of speed. A pursuit was initiated, and the driver eventually abandoned his motorcycle on the east side of County Road 500 West near the intersection of County Road 900 South.
The suspect then fled on foot through a nearby corn field. Law enforcement personnel then set up a perimeter. The suspect was eventually located during a K-9 track. Upon locating the suspect within the cornfield, the suspect was given loud verbal commands and was placed in custody without incident. The suspect was then identified as Franklin Seeley, 53, of Claypool, IN. Seeley was booked into the Kosciusko County Jail on charges of resisting law enforcement with a vehicle, a Level 6 felony; resisting law enforcement, a Class A misdemeanor; and driving while driver’s license suspended with a prior conviction, a Class A misdemeanor.
During this incident, the Indiana State Police were assisted by the Kosciusko County Sheriff’s Department and Mentone Police Department.
