FORT WAYNE – The Indiana State Police held their annual awards and recognition ceremony in Indianapolis on Tuesday, April 21, 2025. The ceremony publicly recognized the achievements and accomplishments that too often go unrecognized. Troopers were honored for their dedication, service, bravery, and devotion to the department and the citizens of Indiana.

Indiana State Police Master Trooper Detective Andy Smith has been awarded the Combat Action Award for his courageous action during a shooting incident that took place in April of 2004.
On April 29, 2004, M/Trp. Smith and now retired Trooper Kerry Ghent responded to a “man with a gun” call on US20 near 4305 West near Angola, Indiana. When M/Trp. Smith arrived in the area he observed an individual carrying a long gun at waist height and walking on the side of US20. M/Trp. Smith reported that the person was dressed in dark clothing, and he did not see him in time to stop. As M/Trp. Smith passed the individual, and the person pointed the gun at the passing police car. M/Trp. Smith heard the sound of gunfire and knew his vehicle had been struck.
M/Trp. Smith turned around and returned to confront the suspect. As he exited his police car, he gave orders for the suspect to drop his weapon. Trp. Ghent arrived and also gave commands for the suspect to drop the weapon. The suspect failed to comply and made aggressive movements toward Trp. Ghent. Trp. Ghent and M/Trp. Smith fired at the suspect, injuring him. After medical treatment and time at Logansport State Hospital, he was convicted on four counts of attempted murder.
Master Trooper Detective Andy Smith willingly placed himself in harm’s way to protect a passing motorist on US20 that day. His service and dedication to the citizens of Indiana represent the best of the Indiana State Police.
