SULLIVAN – Sullivan County officials have signaled a transformative shift for the regional economy, moving forward with a massive development plan at the Heartland Industrial Park. Positioned to become one of the most significant industrial campuses in the Midwest, the project carries an estimated investment of $65 billion.
The multi-phase development aims to convert the Heartland site into a high-tech hub specifically designed to attract “new-age” industries, including advanced technology, data centers, light manufacturing, and large-scale logistics.
The scale of the $65 billion commitment places the Sullivan County project among the largest economic development initiatives in Indiana’s history. To put the figure in perspective, the investment rivals the massive tech corridors currently being developed in the Indianapolis suburbs, marking a major win for Rural Southern Indiana.
Local leaders emphasize that this is not a single-building project, but a long-term “industrial campus” that will be built out over several years. County commissioners have already approved the foundational agreements necessary to begin the early phases of the build-out.
Infrastructure and Job Creation
To support a project of this magnitude, the plan includes a complete overhaul of the local infrastructure surrounding the Heartland Industrial Park. Key improvements include:
- Roadway Expansions: New heavy-duty access roads to accommodate increased logistical traffic.
- Utility Upgrades: Significant enhancements to electrical grids and high-speed fiber optics, essential for the high-power demands of data centers.
- Water and Sewer: Expansion of municipal services to support large-scale manufacturing plants.
Sullivan County officials anticipate a “job explosion” in two distinct waves. The first will be a surge in high-paying construction and trade jobs as the infrastructure and initial facilities are built. The second wave will consist of permanent, long-term operational roles in technology, engineering, and logistics as businesses begin moving into the campus.
The Heartland Industrial Park has long been marketed for its strategic location. Situated with easy access to major rail lines and Highway 41, the park offers a direct corridor to both Chicago and the Southern United States.
The inclusion of Data Centers in the project description is particularly noteworthy. Indiana has recently become a prime destination for “server farms” due to the state’s relatively low energy costs and tax incentives passed by the General Assembly specifically to attract the tech industry.
While the project is expected to take several years to reach full capacity, the approval of key agreements by the county commissioners allows for the first phase of site preparation to begin. As infrastructure reaches the site, the county’s economic development team will begin aggressively courting global tech and manufacturing firms to anchor the new campus.
