ODON — State leaders and defense industry executives gathered today to break ground on a massive 1,100-acre munitions and energetics campus, marking a major expansion of the nation’s defense industrial base in Southern Indiana.
The project, centered near the Naval Surface Warfare Center – Crane (NSWC Crane), is anchored by Prometheus Energetics—a joint venture between Kratos Defense & Security Solutions and RAFAEL Advanced Defense Systems. The company has committed an initial $175 million investment to establish its headquarters and first production facility on 600 acres within the new campus.

The facility will serve as the centerpiece of the National Security Industrial Hub (NSIH) and Munitions Campus. The site is supported by the American Center for Manufacturing & Innovation (ACMI), which was previously awarded a $75 million federal contract to strengthen the domestic munitions supply chain.
“Prometheus’ decision to locate here solidifies Indiana as a critical part of our national security efforts,” said Governor Mike Braun. “This investment advances America’s defense capabilities while supporting high-quality career opportunities in our rural communities.”
The campus is designed as a “collaborative manufacturing ecosystem,” allowing startups and established suppliers to share infrastructure and accelerate development.
Initial solid rocket motor (SRM) production is expected to begin in 2027. Prometheus anticipates hiring 375 workers by 2032.
The initial federal investment is expected to catalyze roughly $600 million in total private investment at the site.
State Support and Regional Growth
The Indiana Economic Development Corporation (IEDC) has offered a performance-based incentive package totaling up to $14.25 million to support the project. This includes $10 million in tax credits and $250,000 for workforce training, alongside redevelopment and performance payments.
The new campus further strengthens the region’s defense cluster, complementing a separate $50 million Kratos facility currently under construction in nearby Odon. Together, these projects position Southern Indiana as a national leader in advanced defense manufacturing and hypersonic technologies.
