JASPER – The Indiana Department of Transportation (INDOT) is providing advanced notice of the procurement of the Mid-States Corridor Contract 1 project, to be delivered under INDOT’s Progressive Design-Build (PDB) delivery method.

The Project, which is located in Jasper, Dubois County (Des No. 2300291), includes the design and construction of Contract 1 for the Mid-States Corridor. Contract 1 is approximately 4 miles in length and starts 1.5 miles south of SR 162 and ends 0.3 miles south of E. Jasper Dubois Road.
Contract 1 includes six new bridges:
- US 231 over the Straight River
- US 231 over existing SR 162
- Schnellville Road over US 231
- SR 164 over US 231
Contract 1 includes two new quadrant intersections:
- Schnellville Road and US 231
- SR 164 and US 231
Contract 1 will consider development of a temporary haul route through the project to minimize use of local roads for hauling in subsequent corridor projects.
INDOT anticipates beginning the procurement by issuing a Draft Request for Proposals (RFP) on January 29, 2026.
INDOT will employ the statutory qualifications-based selection process for this project.

INDOT will require proposers to have INDOT-approved fully-loaded hourly rates for professionals performing “preconstruction services” under the PDB agreement that are consistent with INDOT’s hourly rate policy, described in the Alternative Delivery Manual on the INDOT Alternative Delivery webpage, found here: https://www.in.gov/indot/projects/home/indot-alternative-delivery/. Respondents are encouraged to review the policy and, if intending to pursue this contract, to begin the process of obtaining INDOT approval promptly. Proposers will be required to demonstrate the ability to secure payment and performance bonds of approximately three-hundred million dollars ($300,000,000).
