Woman threatens neighbors, now faces intimidation charges

BEDFORD — A Bedford woman was detained and is now facing a felony intimidation charge after allegedly making threatening statements toward her neighbors while retrieving a knife on Monday, November 17.

Police detained 38-year-old Jessica Norris on a warrant on November 29.

According to the probable cause affidavit filed by Deputy D. Miller, officers responded to Norris’s address following a report of threats being made against nearby residents.

Upon arrival, Deputy Miller, Sgt. James, and Deputy Paschall made contact with Norris. Deputy Miller noted that Norris’s behavior was erratic, alternating between “excited and loud, then quiet and calm.” Norris reportedly told the deputies she was having issues with people around her who claim to be her family, which she denied. Officers also observed unusual writing on both the interior and exterior sides of her entrance door.

Based on her behavior, officers determined that Norris should be detained for an emergency detention and was transported to IU Health Bloomington for evaluation.

After Norris was transported, Deputy Miller spoke with the residents across the street, to gather details on the alleged threats.

The neighbor told Deputy Miller that the incident began when she went outside to start her car before leaving for work. Norris exited her residence and began yelling. The female neighbor cracked her window to listen and reportedly heard Norris yell threatening comments.

Norris then allegedly paced up and down the street, stating more threats.

The situation escalated when Norris reportedly retrieved a knife, which she waved around and appeared to be carving at her door. The neighbor noted that Norris did not brandish the knife in a directly threatening manner toward her.

Another neighbor corroborated the yelling and recorded a video of Norris from her doorway. The video, which has been submitted as evidence, shows Norris pointing toward the neighbors’ area while yelling aggressively, although the audio was unclear due to the distance. Both neighbors stated that Norris retrieved the knife immediately after the recording concluded.

Deputy Miller concluded that, based on the statements and evidence, there was probable cause to believe that Norris committed the Level 6 felony offense of intimidation. She was detained on November 29.
