Man arrested on meth charges following ISP undercover investigation

BEDFORD – A Bedford man is facing multiple felony charges related to dealing methamphetamine in Lawrence County, following an investigation by the Indiana State Police. Sebastian Michael Harp, 23, was charged with four counts of dealing methamphetamine, including two Level 2 felonies and two Level 4 felonies.

According to a probable cause affidavit filed by Indiana State Police Detective Michael Z. Robbins, the investigation into Harp began in August 2024 after the police received information about his alleged drug-dealing activities.

The affidavit details four separate controlled buy attempts involving confidential informants and an undercover detective.

  • In August 2024, a confidential informant successfully purchased more than 1 gram of methamphetamine from Harp. The substance field-tested positive for methamphetamine, and a subsequent lab analysis confirmed the weight at 1.41 grams.
  • On the same date, the informant provided Harp with money to purchase more than 10 grams of methamphetamine from Indianapolis. Electronic surveillance confirmed Harp traveled to Indianapolis, but he failed to deliver the drugs or return the money.
  • Later that month, a different confidential informant purchased more than 1 gram of methamphetamine from Harp.
  • In September 2024, an undercover detective arranged to purchase more than 10 grams of methamphetamine from Harp for $175. The detective met Harp at Johnny’s Junxion in Lawrence County and gave him the money. Harp, who was supposed to return with the drugs in three hours, never returned.

The affidavit states that Harp’s actions in the two failed transactions—accepting money and traveling to Indianapolis—constitute “substantial steps in furtherance of the agreement” to deal methamphetamine.
