STATEHOUSE — Gov. Mike Braun recently ceremonially signed new laws authored, co-authored, and sponsored by State Rep. Stephen Bartels (R-Eckerty) aimed at strengthening public safety, streamlining school security, supporting first responders, and expanding critical benefits for Indiana’s veterans.

House Enrolled Act 1111 enhances benefits and protections for Indiana National Guard members by increasing state-provided benefits in case of a death in the line of duty and expanding workers’ compensation eligibility and medical insurance options for Hoosier soldiers and airmen who serve on state active duty. Additionally, the new law broadens scholarship opportunities for recipients of the National Guard’s tuition supplement program by allowing them to use funds for credentialing, trade certifications, and apprenticeship programs.
House Enrolled Act 1280 extends individual income tax exemptions and retirement income deductions to members of the United States Space Force, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration.

“As someone who previously served as a major in the Army National Guard, I understand the sacrifices our Guardsmen and service members make both at home and abroad. Additionally, recognizing non-traditional uniformed roles at the state level ensures consistency for all personnel, not just those in traditional military roles,” Bartels said. “These new laws are an important step toward honoring service members by providing the support they’ve earned.”
House Enrolled Act 1637 aims to boost school safety by moving the Office of School Safety to the Department of Homeland Security. This will centralize safety efforts, annual inspections, school plans, and enforcement orders. A new School Safety Board will also be created to offer added insight and guidance related to school safety.
Senate Enrolled Act 433 establishes an accreditation program within the Indiana Department of Veterans Affairs so county and city veterans service officers meet uniform accreditation and certification benchmarks. Bartels said these service officers support veterans as they navigate the often-overwhelming application process for pensions, education, and other benefits through the state and U.S. Department of Veterans Affairs.
