Misty Noel presented with plea deal as daughter Kasey released from jail

CLARK CO. – Misty Noel, the estranged wife of former Clark County Sheriff Jamey Noel, presented a plea deal on Wednesday morning, May 21, which includes a proposed sentence of 1.5 years in prison. This development comes as her daughter, Kasey Noel, was released from jail on Thursday, May 22, 2025, after serving four and a half months.

Misty Noel pleaded guilty to five counts of theft and five counts of tax evasion. These charges stem from her alleged use of over $660,000 in stolen funds from the Utica Township Volunteer Firefighters Association, which operated as New Chapel EMS, for personal expenses, including makeup, clothing, vacations, travel, and college tuition for two of her daughters. She also admitted to not declaring this money as income on her and Jamey Noel’s jointly filed taxes.

The proposed plea deal outlines a six-year sentence, with 4.5 years suspended to probation and 1.5 years to be served in prison. Special prosecutor Ric Hertel stated that Misty Noel could potentially be released after 13.5 months, as Level 5 felonies are considered a “75% crime”. An agreement has been reached between Misty Noel, her attorney, Bart McMahon, and Hertel. Still, it awaits final approval from Washington County Judge Larry Medlock, who is presiding over the case, after he reviews the presentence investigation report.

The plea deal also requires Misty Noel to repay $660,000 in restitution to the Utica Township Volunteer Firefighters Association. Additionally, nine cars seized during the investigation, which were titled to New Chapel and included four Cadillacs, are to be returned to the company. New Chapel EMS rebranded to Phoenix Ambulance in November, several months after Jamey Noel’s departure.

A sentencing hearing is scheduled for July 3, at which time Judge Larry Medlock will formally accept or deny the plea. The decision to present Misty Noel’s plea deal in May was made to allow her to see her daughter Kasey upon her release from jail, potentially.

Kasey Noel was sentenced to nine months in prison on January 13, but due to Level 6 felonies being considered a “50 percent crime,” she only served four and a half months. She will now begin 51 months of probation, which the Washington County probation office will monitor. During her January hearing, Judge Larry Medlock instructed Kasey that her probation means she cannot use drugs or drink alcohol.

Kasey Noel pleaded guilty to using a credit card from her father’s nonprofit company, New Chapel EMS, for over $108,000 in personal purchases between 2019 and 2023. These purchases included jewelry, makeup, travel, alcohol, food, electronics, and accessories. She also admitted to not declaring this money as income on her taxes.

Her father, Jamey Noel, is currently serving a nine-year sentence at the New Castle Correctional Complex for stealing over $2.1 million from New Chapel EMS, more than $300,000 from the Clark County Sheriff’s Office, and for “official misconduct” as sheriff. Sources
